Editing individual enemy health/shields in ME2?

I'm working to rebalance ME2. Using Insanity as a baseline, a quick rundown:
  • All enemies have more health but less shields.
  • Mooks are more powerful.
  • Mini-bosses / Bosses aren't bullet sponges.
At this point, I think I've reached the max with what I can edit in the coalesced. The coalesced only contains parameters to edit all enemy health at once with a single multiplier. For Mini-bosses and bosses, this multiplier also affects their shields, thus increasing mook strength greatly increases boss strength. Bosses become way too bullet-spongey.

Now, I'm trying to locate the files to edit individual enemy stats, so that I can decrease the health/shields of Praetorians or Harbingers, for example. Would this be a pcc file? I haven't been able to locate one that contains enemy/pawn data. ME2 doesn't seem to have sfar.

Some details on the rebalance: I increased enemy health by x3 (insanity default is x2), and reduced mook shield bonus to 60% (from 125%). I also reduced all weapon damage by 20%. To me, this makes combat incredibly fun and dynamic because cc becomes essential, but not broken. A good challenge. I'm very satisfied with the mook gameplay at the moment. Bosses, however, are very much not fun.
