The joiner cannot find the hoster's game.

Everything was set up both our firewalls turned off, we were connected to the server hosted on my pc. In the server game list tab I could see the game and in the players it showed us both in the game but on the client side it keeps loading forever.

LAN or VLAN?

You pretty much already did what I was going to tell you to do. All I can do now is ask you and your friend to double check everything (firewall, hosts, antivirus). Last user who had this issue here found out that the problem was on friend's PC.

For firewall exception rules, select masseffect3.exe and me3server_wv.exe, allow all/any ports, UDP and TCP.

I just forwarded the ports and hosted. I will try VLAN next time. Maybe the emulator was meant only for lan and vlan?

It definitely isn't meant for WAN (Internet). Only LAN is officially supported. VLAN also works as reported by other users, but I personally don't have any experience with Hamachi, Tunngle or whatever else (I may try this in the future, who knows...).
