There's something odd here... If your friend appears on the player list, then he should be able to log into PSE once the EA screen login comes up. Recreate your friend's profile, but don't create a local_profile.sav (your friend will have to log in with username/password). Is there an error message?...

It definitely isn't meant for WAN (Internet). Only LAN is officially supported. VLAN also works as reported by other users, but I personally don't have any experience with Hamachi, Tunngle or whatever else (I may try this in the future, who knows...).

LAN or VLAN? You pretty much already did what I was going to tell you to do. All I can do now is ask you and your friend to double check everything (firewall, hosts, antivirus). I don't think Windows 10 is the problem. I tested PSE under it and no problems came up. Maybe something else is using port 80? You can verify this by using CurrPort (search on Google).
